The Central Register of Planning Documents enables quick and easy insight into all types of spatial and urban plans. The functioning of the Central Register of Planning Documents helps investors in considering potential locations for investments, facilitates the process of issuing building permits for public services and reduces the possibility of corruption.

The Law on Planning and Construction from 2009 defined four types of spatial plans:

  • Spatial plan of the Republic of Serbia (SPRS)
  • Regional Spatial Plan (RSP)
  • Spatial plan of special purpose areas (SPSPA)
  • Spatial plan of the local government unit (SPLGU)

Urban plans are:

  • General urban plan (GUP)
    General Regulation Plan (GRP)
    Detailed regulation plan (DRP).

Planning documents in the Central Register are kept in four phases of the planning process, namely:

  • in preparation (a plan for which a decision has been made or for which early public consultation is underway)
  • under development (drafting of the plan is in progress, or public inspection is in progress, or public inspection has been completed, and the spatial plan has not yet been adopted)
  • valid (adopted plan in force until the end of the planning horizon)
  • invalid (a plan that has been invalidated or whose planning horizon has expired).

The principle of sustainable development implies a balance between economic, social and environmental components in spatial and settlement planning. A strategic assessment of the impact of a planning document on the environment is mandatory for every planning document and is an integral part of the Central Register.

Implementation of planning documents is realized directly or indirectly. The planning documents that are implemented directly are urban plans, spatial plans of municipalities and cities in the area outside the settlement for which the urban plan is drawn up and spatial plans of special purpose areas and are the basis for issuing the location conditions required for issuing a building permit. The spatial plan of the Republic of Serbia and the regional spatial plan are of a strategic nature, they are implemented indirectly, and planning documents that are implemented directly should be harmonized with them. For spatial plans that are not implemented directly, implementation programs are drawn up that are an integral part of the Central Register of Planning Documents, as well as reports on the realization of those spatial plans and on the state of the area.

The Central Register of Planning Documents is determined by Article 43 of the Law on Planning and Construction ("Official Gazette of the RS", no. 72/2009, 81/2009 - amended, 64/2010 - CC decision, 24/2011, 121/2012, 42/ 2013 - CC decision, 50/2013 - CC decision, 98/2013 - CC decision, 132/2014 and 145/2014) and the Rulebook on the Content and Manner of Managing and Maintaining the Central Register of Planning Documents, the Information System on the State of Space and the Local Information System and the digital format of delivery of planning documents ("Official Gazette of RS", number 33/2015).
