SECURE AND SIMPLE COMMUNICATION AND PROPERTY REGISTRATION

The Republic Geodetic Authority had improved the business process of delivering the documents and submitting the requests for registration in the Real Estate Cadastre and the Utility Cadastre by introducing the eFrontDesk information system.

The eFrontDesk facilitates easy and simple exchange of data and documents between the institutions and property registration.

The eFrontDesk users are:

  • Delivery obligees: notaries public, courts, public bailiffs and public administration bodies and other bodies and organizations;
  • Professional users: geodetic organizations and lawyers;
  • Users for performing the activity for which they are registered: banks, brokers in the property sale and lease and licensed appraisers.

Notaries public, public bailiffs and courts (delivery obligees) deliver documents through an application provided by the ministry responsible for judicial affairs, which is connected to the eFrontDesk through a web service.

Organs of administration and other bodies and organizations (delivery obligees) who, in the exercise of public authority, make decisions that represent the basis of registration in the Real Estate Cadastre, ex officio, with direct access via the eFrontDesk deliver and execute decisions and other acts that represent a suitable legal basis for registration in the Real Estate Cadastre and the Utility Cadastre.

Through the eFrontDesk, documents transferring property rights and tax declarations are forwarded to the tax authority, i.e. the authority of the local government unit responsible for determining, collecting and controlling the source revenues of the local government unit and the company responsible for the unified billing of communal services.

Professional users, geodetic organizations and lawyers, who have concluded an Agreement with the Republic Geodetic Authority on access and use of the eFrontDesk system, are provided with submitting requests in the form of an electronic document, for registration in the Real Estate Cadastre and Utility Cadastre and for the issuance of cadastral data of properties and utilities, in accordance with the Law on the Procedure for Registration in the Real Estate Cadastre and Utility Cadastre ("Official Gazette of the RS", no. 41/18, 95/18, 31/19 and 15/20), exclusively for the performance of their professional activities.

Access to the eFrontDesk is also provided to banks, brokers in property transactions and leases, and licensed appraisers in order to submit a request, in the form of an electronic document for the issuance of the Real Estate Cadastre data, in accordance with the Law on the Procedure for Registration in the Real Estate Cadastre and Utility Cadastre ("Official Gazette of the RS", no. 41/18, 95/18, 31/19 and 15/20) for performing the activity for which they are registered.


The eFrontDesk provides the users with a safe, simple and efficient method for performing necessary communication electronically, submit the request for property registration and subsequently download the decision made. The service users have at their disposal the overview of the complete history of communication (delivered documents), submitted and processed requests, and the current status of case processing.
