Inspectoral Supervision of Legal Entities for Issuing Cartographic Publications


The Republic Geodetic Authority (hereinafter: the RGA), in accordance with the Law on State Survey and Cadastre, performs the tasks of inspection supervision over the work of legal entities that are engaged in issuing and putting into circulation cartographic publications and publications with cartographic content within the Geo sector, department for cartography by an authorized officer for inspection supervision.

It is necessary to mention that due to the large market competitive activities in this area, the basic idea was to maintain the integrity and quality of the map with all its characteristics as a basic concept, as well as the basis for the production of various forms of cartographic publications and publications with cartographic content, as well as regulation of copyright on the use of the basis for creating the map.

The basic conditions for issuing and putting into circulation cartographic publications and publications with cartographic content is obtaining the consent of the RGA for issuing and putting into circulation. In order to obtain consent, it is necessary to submit a Request that can be downloaded from the RGA's website (Services - Inspection supervision of legal entities for issuing cartographic publications). The following should be attached to the Request: the model of the cartographic publication, the main design or the cartographic study if it is the first edition, proof of the professional training of the editor as well as proof of the method of acquiring cartographic sources. For cartographic publications issued abroad, the cartographic publication as well as proof of the number of imported copies shall be submitted.

The report refers to geographical, topographical, overview, thematic, mute and other maps, sketch maps, globes, atlases, albums, catalogs, digital data and databases, etc. In the cartographic elaboration, the legal entity defines its publication by answering 14 questions or descriptions contained in the Checklist. The Checklist contains 30 questions and serves as a self-check as well as the basis of Inspection supervision when going to the field.

  • Agreement on the transfer of copyright over the base map
  • Proof of professional training of the map author
  • For foreign publications, proof of the number of imported copies
  • Mathematical elements:
    • Scale
    • Projection
    • Network of meridians and parallels
    • Generalization criteria
    • In-frame, intra-frame and out-of-frame content and other elements listed in the report.

As a conclusion of the Advisory Visit, the authorized person submits a Letter with recommendations to the entity if there are irregularities and determines the deadline by which the legal entity should make amendments.

After submitting the Request, the RGA official checks the publication and concludes with a Resolution whether it meets the requirements for Consent or not.

The novelty within the inspection supervision procedure itself (previous Advisory visits in practice) is the introduction of the entire work in digital form via the e-Inspector platform in the form of production based on data collected from the field and adapted to the application.

As a result of the Advisory visits in the previous seven years, a total of 1032 approvals for the publication and circulation of cartographic publications and publications with cartographic content were issued by the RGA.
