NATIONAL REGISTER OF INVESTMENT LOCATIONS


INVESTMENT OPPORTUNITIES FOR FASTER DEVELOPMENT OF SERBIA 

The National Register of Investment Locations of Serbia is a unique system in Europe and the world, which enables domestic and foreign investors to obtain all information on potential locations for investment in one place. The National Register of Investment Locations, with its simple approach, aims to encourage foreign investments in Serbia and thereby ensure faster economic growth and development.

The system integrates geospatial data with all relevant data important for investment, enabling the display of the total potential of the environment of the location of interest to the investor, i.e. the infrastructure in the environment, and thus the potential for further expansion of production facilities or business.

The primary role of the Register of Investment Locations is to provide a mechanism for collecting and maintaining data on investment sites on the ground that is automatically stored in the National Spatial Data Infrastructure database. The Register of Investment Locations enables monitoring and public promotion of the project and insight into the current status of the project in real time, in the form of an interactive cartographic presentation. Through the Register of Investment Locations, potential investors have the opportunity to communicate directly with local government unit bodies and invest in a specific location. The Register allows searching by several parameters so that a potential investor can fully see all the locations that are of interest to them.
The model of the Register of Investment Locations is designed to:

  • enable the unique identification of each investment location
  • provide an unambiguous spatial component about the location of the investment area
  • establish a unified classification of locations at the national level
  • provide relevant information to potential investors
  • provide transparent insight to citizens, the state and other interested parties
  • enable connection with other national registers
  • ensure that all information is defined in accordance with ISO 19100 standards and the INSPIRE Directive
  • ensure that all data changes can be tracked and updated

The register of investment locations includes the following data:

  • basic location information (name, address)
  • information about the location - planning framework, type of location (greenfield, brownfield, grayfield) and purpose of the location: areas for housing, mixed use, public use, for industrial and manufacturing activities, for commercial activities, for recreation and greenery, for infrastructure and others
  • infrastructural equipment - it was designed to see what the location has in terms of infrastructure connections.
  • property-legal relations - defines the property-legal status in more detail, provides data on the specific construction if such exists and lists the latest legal changes at the location.
  • additional explanations - represent a set of descriptions about the location, which consists of two parts: an additional description and a photo of the location
  • location presentation – display of previously existing presentations of local government units related to the given area
  • Geometry – an attribute that stores a spatial component in the state coordinate system that is significant both for further use and for primary visualization. Instead of listing the parcels, it is possible to access the location directly on the map and see the names of the parcels

The National Register of Investment Locations contributes to strengthening the economy based on knowledge and innovation and contributes to achieving sustainable and inclusive economic growth. The National Register of Investment Locations greatly improves the business environment, contributes to the increase of investments and encourages the innovation of the private sector. The Register of Investment Locations improves activities in the implementation of the UN Agenda 2030 and is of exceptional importance in the process of European integrations of Serbia.

The importance and investment in investment locations of local governments was recognized by the Republic Geodetic Authority as the champion of the realization of the idea that all potential investment locations should be published in digital form. The idea was implemented through the project "Improving the Business Climate in the Republic of Serbia", supported by the Swedish Agency for International Development and Cooperation (SIDA) and the Swedish Agency for Cartography, Cadastre and Land Registration - Lantmateriet.
