Record of Established Changes to Buildings - Building Register


The record of established changes to buildings (hereinafter: the Records) contains data on changes to buildings for the territory of the Republic of Serbia (except for the territory of the Autonomous Province of Kosovo and Metohija) resulting from the construction, extension or demolition of buildings on the ground in relation to the state recorded in the Real Estate Cadastre.

Article 119, paragraph 2 of the Law on State Survey and Cadastre ("Official Gazette of RS", No. 72 of September 3rd, 2009, 18 of March 26th, 2010, 65 of July 25th, 2013, 15 of February 6th, 2015 - CC, 96 of November 26th, 2015, 47 of May 15th, 2017 - Authentic Interpretation, 113 of December 17th, 2017 - Other law, 27 of April 6th, 2018 - Other law, 41 of May 31st, 2018 - Other law, 9 of February 4th, 2020 - Other law), prescribes the monitoring of changes in properties by comparing the Real Estate Cadastre data with data obtained by periodic aerial surveying of the territory of the Republic of Serbia or data obtained by other methods and procedures. Article 35, paragraph 3 of the Law on Legalization of Buildings ("Official Gazette of the RS", no. 96/2015, 83/2018, 81/2020 - CC decision and 1/2023 - CC decision) stipulates that the records of buildings that are not registered in the Real Estate Cadastre is established and managed by the authority responsible for state survey and cadastre affairs.

The "Real Estate Management Project" is financed from the World Bank loan (the Project) and the component of the Project related to the property valuation and taxation planned to establish a register of taxable units. In accordance with that, significant support was provided for the establishment of the Records by acquiring very high resolution satellite imagery of the epoch 2015-2016.

With the acquisition of very high-resolution satellite imagery of the epoch 2020-2021, the Records were updated, in accordance with the Law on State Survey and Cadastre and the Rulebook on Record of Established Changes to Buildings ("Official Gazette of RS", No. 102 of July 24th, 2020).

The importance of having the information about the scope, distribution and location of buildings outside of formal registers is also shown by the fact that the data of the Registry is used within other information systems:

  • Information System of Real Estate Cadastre,
  • Property valuation systems,
  • Risk register,
  • Address Register
  • e-Space,
  • Environmental protection information system,
  • Systems for identification of land parcels and
  • 2022 population census.

Data from the Registry are used by numerous governmental institutions to perform tasks within their jurisdiction, such as urban planning and spatial planning, tax administration, statistics, management in emergency situations, etc.
