ISSUING GEODETIC LICENSE


GENERAL INFORMATION

The license for work and geodetic license is issued by the Republic Geodetic Authority by a resolution, pursuant to the Law on State Survey and Cadastre ("Official Gazette RS", No. 72/09, 18/10, 65/13, 15/15, 96/15, 47/17, 113/17, 27/18, 41/18и 9/20), hereinafter: the Law; the Law on General Administrative Procedure ("Official Gazette RS" No. 18/2016, 95/18 and 2/2023), Rulebook on the license for work of geodetic organization and geodetic license ("Official Gazette RS", No. 2/2015), hereinafter: the Rulebook.

The Republic Geodetic Authority issues geodetic licenses of first and second order.

Geodetic license of first and second order are personal licenses that may be acquired by the persons of geodetic profession that meet the requirements prescribed by the provisions of the Article 15 of the law (see the requirements for issuing geodetic license).

The person that was issued geodetic license is issued a stamp.

The person holding geodetic license may use the stamp if such person is a full-time employee of a geodetic organization.

The first order geodetic license permits performing the works of responsible designer, management and professional supervision of performing geodetic works for which the Law stipulates the production of main design, performing said works, as well as producing the design of geodetic demarcation in the field of urban planning.

The person holding the first order geodetic license may also perform the works for which the Law requires the second order geodetic license.

The second order geodetic license permits performing geodetic works in the maintenance procedure of the Real Estate Cadastre and the Utility Cadastre, implementation of the design of geodetic demarcation in the field of urban planning, and production of geodetic base maps in the engineering-technical fields for which the main design is not produced.

REQUIREMENTS FOR ISSUING

FIRST ORDER GEODETIC LICENSE

First order geodetic license is granted to the person of geodetic profession with master academic studies, specialization academic studies or undergraduate studies with a minimum duration of four years, pursuant to the regulations in force prior to the enforcement of the Law on Higher Education, specialization professional studies with a minimum duration of four years (a minimum of 240 ECTS points), state professional exam passed as prescribed for that level of education and working experience of five years minimum in geodetic profession, with two years minimum with that level of education.

SECOND ORDER GEODETIC LICENSE

Second order geodetic license is granted to the person of geodetic profession with undergraduate academic studies, undergraduate professional studies, or studies with a duration of three years, pursuant to the regulations in force prior to the enforcement of the Law on Higher Education, state professional exam passed as prescribed for that level of education and working experience of three years minimum in geodetic profession, with one year minimum with that level of education

Second order geodetic license is also granted to the person of geodetic profession with master academic studies, specialization academic studies or undergraduate studies with a minimum duration of four years, pursuant to the regulations in force prior to the enforcement of the Law on Higher Education, specialization professional studies with a minimum duration of four years (a minimum of 240 ECTS points), state professional exam passed as prescribed for that level of education and working experience of one year minimum with that level of education.

DOCUMENTS REQUIRED FOR LICENSING

The person of geodetic profession shall submit the following to the Republic Geodetic Authority:

  • Request for issuing geodetic license on a Form 3L-2 (Annex 4);
  • Proof of education - original or certified copy;
  • Verification on professional exam passed - original or certified copy;
  • Verification of employer proving the working experience in geodetic profession, works performed, professional degree while working and time period of employment;
  • Printed readout of the electronic personal ID, or photocopy of ID if such document cannot be scanned for a readout;
  • Proof of payment: republic administrative fee and fee for issuing licenses and ID's in line with the tariff number 1 and tariff number 215lj of the Law on Republic Administrative Fees ("Official Gazette RS", No. 43/03, 51/03, 61/05, 101/05, 5/09, 54/09, 50/11, 70/11, 55/12, 93/12, 47/13, 65/13, 57/14, 45/15, 83/15, 112/15, 50/16, 61/17, 113/17, 3/18, 50/18, 95/18, 38/19, 86/19, 90/19, 98/20,144/2020, 62/2021 and 138/2022).
