PARTICIPATION OF THE REPUBLIC GEODETIC AUTHORITY IN THE PLANNING DOCUMENTS IMPLEMENTATION
A planning document is an act by which a participant in the planning system sets goals, determines public policy priorities, that is, plans measures and activities to achieve them, within the framework of its competences and in connection with its operation.
Public policies are the directions of action of the Republic of Serbia, autonomous provinces and local government units, in certain areas, in order to achieve the desired goals at the society level.
In 2023, the Republic Geodetic Authority is involved in the implementation of the following planning documents, either as a carrier of activities or as a partner in implementation:
- Action plan for the implementation of the Government Program 2023-2026;
- Economic reforms program for the period from 2023 to 2025;
- Action plan for the implementation of the Strategy for combating money laundering and terrorism financing for the period 2022-2024;
- Action plan for the implementation of the Electronic Government Development Program in the RoS for the period from 2023 to 2025;
- Action plan for the implementation of the Program for simplifying administrative procedures and regulations "e-PAPER" for the period 2023-2025.
Action plan for the implementation of the Government Program 2023-202
The Action Plan for the Implementation of the Government Program (APIGP) is an operational document of the Government, which is drawn up with the aim of more efficiently achieving the Government's planned results. It was established as an instrument to monitor the implementation of the Government's Program, by further elaborating the priorities from the Program through the priority goals that the Government wants to achieve during the mandate.
Within the framework of APIGP 2023-2026, the Republic Geodetic Authority is involved in achieving the Priority goal: 3.3. Improvement of conditions for housing, traffic infrastructure and liberalization of the traffic regime, as part of the results:
- 3.3.1. Legalization of illegally developed constructions (partner in implementation);
- 3.3.3. Implementation of the registration of property rights on the basis of documents created before the entry into force of the Law on the procedure for registration in the real estate cadastre and utility cadastre (co-validation);
- 3.3.7. Development of a property mass valuation model and price index;
- 3.3.8. Establishment of infrastructure cadastre (partner in implementation).
Economic reforms program (ERP) for the period from 2023 to 2025
In order to increase the competitiveness of the agricultural and food sector in the Republic of Serbia, the Government of the Republic of Serbia recognized the importance and role of the Republic Geodetic Authority and included part of the activities from the scope of its work in the Economic Reforms Program for the period 2023-2025, through structural reform - Improving the competitiveness of agriculture. The activities of the Republic Geodetic Authority within the framework of this structural reform relate to the digitization of the procedure for performing expert supervision over geodetic-technical works in the land consolidation process and the adoption of the corresponding by-law.
Action plan for the implementation of the Strategy for combating money laundering and terrorism financing for the period 2022-202
As part of the Action Plan for the implementation of the Strategy for combating money laundering and terrorism financing for the period 2022-2024, the Republic Geodetic Authority is involved in the following activities:
- 3.1.6. The formation of permanent task forces for the prosecution of the criminal offense of money laundering without a predicate offense and by third parties in the Special Departments for Suppression of Corruption in the High Public Prosecutor's Offices in Belgrade, Kraljevo, Niš and Novi Sad and the Prosecutor's Office for Organized Crime for the prosecution of professional money laundering (partner in implementation);
- 4.4.14. Introduction of IT solutions for the application of the list of designated persons in relevant institutions (the Republic Geodetic Authority is one of the institutions implementing the activity).
Action plan for the implementation of the Electronic Government Development Program in the RoS for the period from 2023 to 2025
The Program for the development of electronic administration in the Republic of Serbia for the period from 2023 to 2025 is a public policy document by which the Government plans the development of electronic administration in the Republic of Serbia for that period. With this program, the development of e-government is foreseen so that information systems, platforms, software and the complete infrastructure used by public administration are established so that they are equally accessible to all users.
The Republic Geodetic Authority is involved in the implementation of the following activities:
- 1.1.3.1. Establishment and development of the Geodetic-Cadastral IS (GCIS): Development of the Integrated System for Real Estate Cadastre and Registration of Rights - ISREC;
- 1.1.3.2. Establishment of an electronic registration system in the SBR status registers (replacement of the CORE system for implementing the registration procedure, migration of existing and implementation of new registers, integration with other e-government systems and improvement of interoperability) (partner in implementation);
- 1.1.3.3. Improvement of the geospatial data distribution system - GeoSrbija 2.0;
- 1.1.3.13. Establishment and development of the Geodetic-Cadastral IS (GCIS): IS for the cadastre of infrastructural and underground facilities (software);
- 1.1.3.14. Development of the Disaster Risk Register;
- 1.1.3.15: Establishment and development of Geodetic-Cadastral IS (GCIS): IS for land consolidation;
- 1.1.3.16. Establishment of smart spatial data infrastructure (Smart SDI);
- 1.1.3.18. Establishment and development of Geodetic-Cadastral IS (GCIS): IS for property mass valuation and determination of residential property price index.
Action plan for the implementation of the Program for simplifying administrative procedures and regulations "e-PAPER" for the period 2023-202
Program for simplification of administrative procedures and regulations "e-PAPER" for the period 2023-2025 represents a public policy document that elaborates in more detail the goals and measures established by the adopted public policy documents in connection with the optimization and digital transformation of administrative procedures related to the economy and citizens, at the national, provincial and local levels.
Within the measure: 1.1.2: Optimization of administrative procedures for the economy and citizens, the Republic Geodetic Authority is involved in the implementation of the following activities:
- 1.1.2.523. Optimization of the procedure for issuing a license for the work of a geodetic organization;
- 1.1.3.733. Digitization of the procedure for issuing a license for the work of a geodetic organization;
- 1.1.3.735. Digitization of the geodetic license and seal procedure;
- 1.1.3.736. Digitization of the procedure for the termination of validity of the geodetic organization license;
- 1.1.3.737. Optimization of the authorization procedure for aerial acquisition over the territory of the Republic of Serbia for the state survey purposes.
Within the measure: 1.1.3: Digitization of administrative procedures, the Republic Geodetic Authority is involved in the implementation of the following activities:
- 1.1.3.733. Digitization of the procedure for issuing a license for the work of a geodetic organization;
- 1.1.3.734. Digitization of the procedure for amending the license for the work of a geodetic organization;
- 1.1.3.735. Digitization of the geodetic license and seal procedure;
- 1.1.3.736. Digitization of the procedure for the termination of validity of the geodetic organization license;
- 1.1.3.737. Optimization of the authorization procedure for aerial acquisition over the territory of the Republic of Serbia for the state survey purposes.
MEDIUM-TERM PLAN OF THE REPUBLIC GEODETIC AUTHORITY
The medium-term plan is a comprehensive planning document that is adopted for a period of three years and that enables the connection of public policies with the medium-term expenditure framework.
The medium-term plan is drawn up on the basis of valid public policy documents, while respecting the Government's priority goals, available capacities and resources, as well as changes in the factual situation in relation to the time when those public policy documents were adopted.
